Naukowiec UŁ sędzią ad hoc Europejskiego Trybunału Praw Człowieka

Dr hab. Marcin Górski, Associate Professor at the University of Lodz, was designated by the Ministry of Foreign Affairs of the Republic of Poland as a reserve candidate for the office of Polish judge at the European Court of Human Rights.

I am very pleased with this appointment and am honoured by the confidence placed in me. It is also a confirmation of the reputation of our Faculty of Law and Administration. It is worth recalling that the long-standing head of the Chair of European Constitutional Law at the UŁ, Professor Anna Wyrozumska, was also an ad hoc judge of the ECHR on behalf of Poland. Being aware of continuing the tradition after such an illustrious predecessor is extremely obliging. I am also aware of the enormous responsibility that comes with holding this important office, especially in a situation where ad hoc judges are ruling in cases against Russia, which no longer has ‘its’ judge at the ECHR - so far, in 2024 alone, there have already been 17 such judgments

The list of four so-called ad hoc judges, which includes the name of the University of Lodz scientist, was sent by the Polish Ministry of Foreign Affairs to the European Court of Human Rights on 31 October of the current year. Yesterday, the list of judges selected during the competition procedure for the position of national judge at the European Court of Human Rights was published on the website of the Ministry of Foreign Affairs.

They will hold office from November of the current year. An ad hoc judge is appointed by the Court to a case from a list previously submitted by the state in the event of the exclusion of a national judge.

Dr hab. Marcin Górski, Associate Professor at the University of Lodz, is a legal counsel, who serves as the Rector’s Representative for Legal Affairs, University of Lodz. He is also the Head of the Department of European Constitutional Law at the Faculty of Law and Administration of the University of Lodz. 

His research interests include the constitutional law of the European Union, settlement of disputes by international courts, the protection of human rights (in particular the protection of freedom of expression), comparative constitutional law, judicial dialogue and ensuring the effectiveness of international and EU law by national authorities (including courts), the protection of personal data, asylum and migration law.

Dr hab. Marcin Górski, Associate Professor at the University of Lodz, is an author or co-author or editor of over 170 publications, including monographs, articles, glosses, commentaries and textbooks. He regularly participates in scientific conferences (national and international) concerning in particular EU law and the protection of fundamental rights.
