Polish economist, professor, lecturer in economics. Graduated in economics from the University of Lodz, then studied at the Harvard University. He obtained his doctoral degree at the Faculty of Economics and Sociology of the University of Lodz in 1992, and received his post-doctoral degree at the Faculty of Economic Sciences of the University of Warsaw in 1997. In 2007, he was awarded the academic title of Professor of Economic Sciences. He specialises in applied econometrics and macroeconomics.
In the 1990s, he worked at the European Integration Office and the World Bank. He was a member of the Macroeconomic Council, an economic advisor to Deputy Prime Minister Leszek Balcerowicz and an advisor to the chief negotiator of Poland's membership in the European Union, Jan Kułakowski. In 2002-2005, he was the head of the team of economic advisors to President Aleksander Kwaśniewski. In 2006, he became a chief economic advisor to PricewaterhouseCoopers.
He is active in science, among others, as a professor and director of the Business School at the Warsaw University of Technology. In 2009-2010, he was a member of the National Development Council under President Lech Kaczyński and the Economic Council under Prime Minister Donald Tusk. In 2011, Prof. Orłowski was appointed as Special Advisor to the European Commission for Budget.
He is the Vice President of the Board of Trustees of the National Museum in Warsaw, President of the "Eagles of the Republic of Poland" award. In 1998 he was awarded the Bank Handlowy Prize for outstanding achievements in the field of theoretical thought in economics and finance for his book Droga do Europy (The Road to Europe). He is an author of numerous research publications and articles.
He was awarded the Officer's Cross of the Order of the Rebirth of Poland (2005).
